Eisenhower called on retired General and engineer, Lucius. D. Clay, to head the Advisory Committee, which became known as the "Clay Committee." The Interagency Committee was run by representatives from the Departments of Commerce, Defense and Treasury, as well as the Budget Bureau and the CEA (Council of Economic Advisors.) |

The Problems
Ignoring the interagency committee, Clay developed his own plan, which required an unpopular gas tax and deficit. He submitted his plan on February 22, 1955, but...
...it was killed by the House and Senate.
Senator Albert Gore, Sr. and Representative George H. Fallon attempted to create bills in 1955, but ultimately failed because of unpopular financing methods. |
